The arrested PI Shaikh and the wanted accused Munaf Baluch who is absconding.
Mumbai : The former Senior Inspector of Virar police station, PI Younus Shaikh have been arrested by the State CID for abetting the suicide of two youths (both brothers) on Mondayevening from Mumbai, and has been remanded in police custody till Wednesday by R V Kadam, Magistrate Vasai on Tuesday evening. A couple were already arrested by the Arnala Coastal police on 23 Janurary 2018 and subsequently released on bail, while the main accused Munaf Baloch of Virar is still absconding. The CID took over the investigation on 28 February 2018 from the Arnala Coastal police.
In November 2017 after a Virar youth with 8 criminal cases filed in Virar and Vasai police stations, died after self-immolation before a police officer, his elder brother committed suicide by consuming rat poison. Both had cited harassment by PI Shaikh who had been transferred to the Palghar Control Room by Manjunath Singe,Superintendent of Police (SP) Palghar. But till date, Shaikh did not take charge of the new post, said police sources. A case of abetment of suicide was registered against a local leader, Munaf Baluch, Sr PI Younus Shaikh, Amarnath Jha and his wife Mithelesh, while the couple have been arrested, Baluch is absconding, while Shaikh was held by the CID from Mumbai on Monday.
Amit Jha (29) consumed rat poison at his home in Suram Park,Phoolpada, Virar (East) on January 20 evening. He was admitted to the KEM hospital and later his family moved him to the private Shushrut hospital in Dadar where he died on Monday morning.
On the eve of the attempted suicide, Amit along with his parents had gone to the Virar police station demanding filing a FIR against PI Yonous Shaikh of Virar police station. Singe in a statement said that he along with other officers met the family and assured a fair probe into the death of Amit’s brother Vikas (22). The role of PI Shaikh was not established in the internal enquiry, said Singe. Shaikh has now been transferred to the police control room at Palghar he said.
Vikas had poured kerosene on himself in front of the Vasai Deputy Superintendent of Police (DySP) office. He was admitted to the Kasturba hospital in Byculla with over 80 per cent burns. He passed away the next day and he tried to set the deputy superintendent Vishwas Dalwi on fire by trying to embrace him. The police officer escaped unhurt.
Said Singe, eight offences were registered against Vikas since 2014. An externment proposal (tadipaar) was pending with the Special District Magistrate he said. OnNovember 9, a molestation case under Section 354 of IPC was filed against him by a woman ,Mithelesh Jha, from his housing society. Mithelesh had alleged being hit by a leather belt and molested for driving a vehicle in the residential complex by Vikas said Singe.
Vikas had then alleged that the cases against him were false and done at the behest of one Munaf Baluch, a local social worker. He had alleged harassment by Baluch and the Virar police and it was Baluch who was acting as a mediator to collect the money reportedly in lakhs on behalf of PI Shaikh.
The report into Vikas’s suicide was submitted on January 16. It named Baluch who was a day later booked for abetment of suicide under Section 306 of IPC. Vikas’s family, including Amit, wanted abetment of suicide case to be filed against PI Shaikh also who was named by Vikas before committing suicide.
According to Amit’s father Vinay, PI Shaikh was being shielded. He said that the inspector was responsible for Vikas’s death and he along with Baluch later began harassing Amit. He alleged that the cops had threatened to file false cases against Amit.
Singe in his statement said that a detailed enquiry will be done to find out the exact cause of Amit’s death and appropriate action will be taken based on medical reports and due enquiry. As of now we had transferred PI Shaikh to Palghar Control Room as a precautionaru step he said, but police sources said Shaikh did not take up the new posting and was on leave.
Before committing suicide, Vikas had reportedly recorded a video accusing police officers including PI Shaikh of harassing him. In November 2016 during the demonetization period, Vikas had allegedly fled with Rs 5 lakh old notes belonging to a Nalasopara trader who had filed a complaint with the Virar police.
In the video, Vikas had alleged that PI Shaikh had made false cases against him and was demanding money in lakhs. Vikas had alleged that each time he got arrested, he had to spend a couple of thousands to come out of jail.
